Godfather, didn't you realize? The server script you are using is for 0.3c but you are running it in 0.3b, that's why the "SendClientMessage" are all filled with {#hex color code#} because it's a script for 0.3c.

I recommend you to upgrade the SA:MP into the latest version, 0.3c RC3 (and keep updating it every 0.3c updates).

Just for recommendation, if you don't want to see those weird hex color codes.
